The in-game explanation for these transformations are that the Red Arremer in Hell/Athena in Heaven fight are secret ones. And if you lose the battle you can't have a rematch, the ending screen says your character disappered to never be seen again. These transformations are what happens to your character and stays trapped in heaven or hell forever in these forms.
I appreciate Athena turns Dan Hibiki into a hippo, the most dangerous animal known to man and therefore realising his true potential of indomitable spirit.
