As far as I know, for the ending of the Hymn you are supposed to pedal the arpeggio with the 16th notes just before the last bar and then kind of "catch" the resonating notes by silently pressing the notes indicated in the last bar, and then release the pedal. Medtner really likes this kind of effect it seems, for he also used it in the prelude "Tender Reproach" from this set and also another example is the final piece from the Op. 38 Forgotten Melodies.
