I once fixed this problem by setting up my table saw and used the rip fence and 10" metal cutting blade to put a perfect 1/32" deep strip/groove in the face of the mating/internal tube. I followed up with some sanding to take off the sharp edge along the groove. Resulting groove was perfectly straight and looked just fine.

Never wrap your spacer all the way around the blank you’re making a sleeve for. Secondly, Jer Schmidt did it right on his 2x72 belt grinder build. Id’d encourage everyone to watch that series. He is a wizard.
