I love that you can see how much Jacque loves Jon, constantly grooming him and playing with his shirt, just staying on his shoulder... it's so cute, birds don't hang out on you unless they really love and trust you. Even with how loud and unpredictable Jon can be, Jacque doesn't panic that trust is so sweet. Love the video too, this is like the fourteenth time i've rewatched it.

so by those two things i'd say they don't have their wings clipped.
A couple years late, but I know from experience that some birds associate loud with happy. Our old budgie was that way - if people started talking loud or shouting, she'd get excited and bob her head and make happy kissing noises (we always kissed her beak and she learned to imitate it to show affection). I've seen Jacques do similar and head bob when Jon gets loud. So not only is he okay with the volume, but he views it as fun.
