I agree, the way they say it it sounds like Come on by, but if you watch the credits for the show they list the song as titled "Aloha, E Komo Mai," which is a traditional Hawaiian greeting that, funny enough, does translate to "come on by." Or rather, I should say, it gets paired with "Nou Ka Hale," and together they make the greeting "Come inside, the house is yours," which is a more formal way of saying "Come on by."
