Quite a cocky behavior to offer the draw in clearly worse position. White was +3.5 then .
Old timers of course would never appreciate behavior like that.
There are stories how player reacted when opponent made annoying draw offers .Once Botvinnik offered the draw twice in opening , in worse position. Keres was known as gentleman player, but he got very angry and answered with rude expletives. Botvinnik heard it all in lifetime , but he never expected to hear those nasty words from Keres. And he never did cocky unfair draw offers again. Sometimes he still offered the draw, but only in equal position or when he was slightly better.

@@NotQuiteFirst To be more fair, Maxime knows his position is collapsing. I'm a modestly endowed master but even I can see there must be something for White...the draw offer is merely used to interrupt the opponent's thought process and to tempt them to take the easy way out. It's why MVL started playing much faster in the first place. That said, it's perfectly within the rules (except you must say it during your move) and there are way worse things that can have been tried...Nakamura touching his king and then saying 'J'adoube' to pretend he was only adjusting pieces while playing Aronian (!) in the Candidates (!) was about 100 times worse.
