So don't quote me on it but idea 1: Those things on the side you've mentioned might be little search lights. The white thing in the middle I do believe is to enhance communication (so the radios and all that jazz.) The Paramedics do not use LPR. Idea 2: Qld Ambulance Emergency Paramedics have some sort of technology which is able to turn a red traffic light to green so the medics can pass safely without causing an accident.
