The 16" circular needle is short enough for all the stitches to easily wrap around the cord but anything longer would stretch the stitches and you would have to use magic loop. There are some helpful tutorials for how to do this and the instructions would still be the same
You could knit this flat and then seam at the end. Tbh I might try doing that, because I only have 24 inch 5mm circulars, i have 4.5mm 16inch circulars but im scared if i use them the hat will turn out too small! I have even knitted raglans flat and then seamed at the end so i could add colorwork (it is a lot harder to do intarsia colorwork in the round)

thank you! it's pretty stretchy so i would say it fits most heads but! to make it bigger you could cast on an additional 4-8 stitches.
