Fuel Pressure Regulator/Fuel Filter Install - '95 Ford Bronco 5.8L Windsor

This 1995 Ford Bronco has troubles cold starting, it Starts-Stumbles-Dies. To solve this we are replacing the Fuel Filter and the Fuel Pressure Regulator.

What about the rubber fuel line on the other side of the filter? Instead of the original fuel line which needs that tool?
