    As an American, take with a grain of salt.
    But even if this bill does pass in the Canadian government, RUclips is an American company. If RUclips doesn't comply, the worst thing that the Canadian government can do would be to block RUclips access to Canadians, which frankly I don't see them doing without massive backlash. That, plus we could see a rise in VPN usage by Canadians just so they can post vids as if they are from other places and avoid the CanCon bill.

      Keep in mind that "block RUclips access to Canadians" also means "block PAYMENTS to Canadian RUclipsrs". There's no way in hell Google could get away with servicing Canadians that sidestep their own laws while still paying AdSense to them or taking payment for RUclips Red. That alone would constructively put them on Canadian soil.

      The Canadian government will fine RUclips until they comply. Given alphabet's track record, I don't think they'll waste any time whatsoever in complying, to the point that I don't expect it will ever even come to a threat: they'll pre-emptively comply. The algorithm already has region specific flavors, so this will be pretty trivial for them to just add in a fresh dose of stupid that rearranges the Canadian recommendations. They don't actually have to change the entire system. I suspect RUclips's only real grievance with the suggested changes is more government oversight, not a deep caring for their customers. Especially since they themselves have made the move to promoting more "authoritative" content on the main page in certain countries.

    I'm a bit late on this, but wouldn't Québec be hit the most out of all of this? I don't wanna say the English part of Canada wouldn't be affected, but could you imagine the loss of viewers content creators form Québec would suffer? Not only that, we already don't have many videos in French that come from Québec, most of our watchlist are from France! FROM FRANCE! It's a bit ridiculous how they force everything to be French here for the preservation of the language, but now everything is gonna be in English on the RUclips or Tiktok. I don't know what to think of this. I live from RUclips, from watching kpop, documentaries, videogames playthrough... and all of that will change cause our government decided so?

      I'm an American. I feel the same way about my own government. My current favorites are the way health insurance is mandated, and the way you're required to give the government money so THEY can save up for YOUR retirement. Dear American government, you are not my mother. You have no business forcing me to save my money for anything. You have no business forcing me to get health insurance when I'm young and healthy and have never had a major health problem and have every reason to think I don't need it. Get your hideous nose out of my business and go manage your own finances. Which, as if I needed more reasons to ignore your financial advice, are a dumpster fire.

    SO in other words this bill is unintentionally going to, instead of properly promoting Canadian content, cause it to become suppressed because they don't actually understand what they are messing with. Yeah that tracks for government interactions. Even from the various explanations I have heard this sounds more like a bill that is going to cause Isolation more than anything else. Which is bad in almost any capacity, but also for business.

      Not entirely. "Sometimes" (aka all the time) when governments "interfere" with the internet it's for the greater good. The reason you don't find scammers, pedophiles, and any type of bad person you can think of on the internet *all* the time is because governments all over the world are working hard to make normal people and especially children safe on the internet (not to state the obvious, but hearing a case about one of those people once every other week in a crime and "exposing" channel after you look for it because you want to watch something instead of talking to another human being while you eat, that is not "all the time"). Sometimes they fail. Sometimes they succeed. Sometimes they punish, harm, or make things harder for innocent people like in this case. Sometimes the "harm" is caused by a misunderstanding, incorrect basis information, and yes sometimes it is even prompted completely and purely by monetary gain. My point is: the government should interfere in the internet all the time but within a limit of common sense, and privacy.

    I don’t actively look for Canadian content creators but I like finding them here on RUclips. And it happens largely thanks to the algorithm. I didn’t need the bill to do any of that work for me-and if I really wanted to look for more Canadian content creators here, I’d actively look for them.
    But as it is, I like being able to see Canadians shine alongside non-Canadian content creators. It’s like knowing that we can be relevant and don’t need to present ourselves in a specific way just to be able to be seen. Part of this success, though, is due to our ability to learn from non-Canadian creators too. Limiting RUclips to only show Canadian content for Canadians makes it feel so insular… and that comes with its own potential issues.
    And lastly, as a very small creator who struggles to make time for her channel between work and life responsibilities, the thought of this bill making me have to work even harder to get traction is depressing. I am just on my own, as with many other small creators, and so much goes into producing content and marketing it. Needing to spend additional time trying to figure out your statistics between 2 different theatres of RUclips? You’d need to do this as a full time job, and for many small creators like myself that’s not an option on the table yet. Even then, with this bottleneck in place it makes the risk to go RUclips full time even higher.
    I really hope this bill doesn’t pass. And thank you for sharing, Celestia. It really helps educate people so we understand exactly what is happening, even if it may not be relevant to some.

      This is, at least in part, showing up so randomly because RUclips and Google have been pushing anti-C11 content hard. This includes outright embedded banners from Google/RUclips themselves -- so there's no "it's just the algorithm" excuse, they've been intentionally manipulating what content is presented. That an enormous foreign corporation has so much influence over domestic politics, political viewpoints, and political outcomes is not really a good thing and is one of the things that, historically, Canadian content laws have at least helped to prevent.
      While there certainly are (a lot of) issues with Canadian content laws in modern contexts, they're *not* wholly bad and the way Google has manipulated what's presented to align with their financial goals should probably concern people too.

    As a German and subsequently certified "This video isn't available in your country"-PTSD patient, I can tell you with absolute certainty that RUclips will break before it bends to local law. We all like to curse at big companies for their self-interest and economy driven decision making, but this, fortunately, is a hill RUclips is willing to die on.
    The algorithms and systems in place to promote content are designed for exactly one thing and one thing only: To maximise view time of videos that are advertiser friendly.
    In other words, the entire platform is designed to generate revenue by suggesting stuff people are into enough to suffer through ads for.
    Reframing the context of that statement: Any change to the algorithm is likely a massive cut in revenue, as now it is promoting content that does not generate money for RUclips.
    Whatever happens with that law, one thing is for certain: RUclips will never fuck with the algorithm to satisfy a single country's laws, as no matter how big or small the country, the loss in revenue is likely larger than any fine they would have to pay for disregarding said law. What will happen is that RUclips will likely go to court over laws like this and bury the countries legislation in more work than any non-US lawyer is willing to take on. If there is one thing the USA is good at, it's making you regret challenging them.

      There's no hill to die on, a company is not there to challenge the government FOR your rights. Sure they are supposed to lobby for some of their interest but they are a company first. Capitalism should be no mystery by this point to people. People who expect youtube and others to fight for their rights is WHY people are learning they have to fight for them. Companies aren't supposed too, it's not the capitalist way. And if they did, you have to know it would be their rights first, then maybe yours... Relying on a business to defend anything but its bottom line is how you loose your rights one-by-one. RUclips serves over 5-Billion people, they can not possibly abide by or push for local law changes everywhere their streams flow.

    As a Canadian I *love* finding out that a video I’m enjoying was made by a Canadian, it’s just a fun li’ll moment of “oh hey thats where I’m from! :)”
    But that only happens because I was ALREADY enjoying the video, and because *not every* video I see is made by a Canadian. If all I saw was Canadian content it wouldn’t be nearly as fun, not to mention that I think a big appeal of *online* content is that it’s not restricted in the same way physical content is. There are no borders online and I really like that I can randomly be recommended a video from Japan, or Peru, or Denmark. It’s really fun being able to see creators from other cultures and to get a glimpse of how they use the internet and what kind of media/art they’re making.

    I’m a Canadian viewer, most of the music I listen to is from Finland, Sweden and Norway. Hardly anyone in Canada produces that kind of music as it’s not popular here. For context, I listen to extreme metal. Most metal record labels are from Nordic countries, hardly any are from Canada. I can only think of one Canadian who is in a death metal band. I find new bands through RUclips, occasionally a music video will pop up and I’ll check it out. Again, a majority of these bands are from Nordic countries. I know a few bands from Greece, Australia and Hungary but none from Canada. If this law passes, I will have a hard time finding new bands. I will also possibly miss out on new music videos or albums.

    If this bill gets pushed thru, and I hate to say it. The "Don't Recommend Channel" feature is going to get used a lot by me. I already have a hard enough time finding good stuff to watch as it is. If the CRTC is going make that even more difficult, then I simply don't know.

    A LOT of creators live in Canada. Just the nature of the regulation tells me it's more censoring, but extra steps. I get trying to promote country-specific creators to generate more success within that country but it could definitely be done better. Not only could this kill current small creators like you said, but hurts up-and-coming creators just for being citizens where things are proposing being MORE flawed. I see lots of hoop-jumping and luck being needed more than what we already have

      @@Creatorsan That's literally just every public healthcare system, and even then it seems like the government is just doing whatever it can to just cut healthcare funding either way (and from the looks of things, it feels like loosening the already infamously loose euthanasia restrictions might be some convenient excuse to do just that). I'd still rather put up with them than deal with the inherent greed seen in privatized healthcare, but obviously it's not an excuse to be complacent.

    Nope, I work in the telecom industry in Canada, it's already shitty enough how we don't have enough competition for it here, but it's also the fact that the CRTC is ran like a business and is not sided for the ppl living here no matter how much the say they are, they really are not. So many canadaians don't realize the power CRTC really have over our technology here in Canada and if this bill passes, well we just don't really know what they'll do or how far they'll go :((

    The Canadian Government shouldn't be allowed to dictate our content and shouldn't. This is the line they should not cross. When it comes to freedom of creativity, this will stiffen us and will only isolate us. The ability to share and work together as artists is the best freedom anyone could ever have. In the words of Willy Wonka "We are the music makers and we are the dreamers of the dreams"! The worst part is this: How far will this go? Will they then dictate an artists muse? "Hey, where did you get the inspiration from?" "I was inspired when I went to Italy!" "Nope not Canadian enough". What is Canadian anyways? Canada was made from the bones and blood of the First Nations people and from immigrants. You want pure Canadian Content? Then give back the land to the First Nations. We'll wait!
    The Canadian spirit however, was formed from multiple sources, from co-operation and collaboration from other cultures! That's what puts the "Great" in Great White North! Canadian Content, will always be Canadian Content, so long as we keep the original spirit alive. The spirit of co-operation and unbound freedom for creativity. Who cares if a song in a persons video was made from a non-Canadian. Did the Government forget that some towns were named so after other towns not from Canada? If the Government wants nothing but Canadian made content and wants to dictate how the content is made, then their going to have to change a lot of Canada, just to accommodate this new bill. The Government isn't protecting Canadian content, their actually killing off what makes Canadian content. Their committing creativity genocide. Sorry for my Rant, I just truly think the Government needs to keep away and dismiss that bill entirely, otherwise the Government itself will prove to everyone, that they are in fact unpatriotic.

I am aware that at least Kronii and Mumei are both Canadian, as well as Ina, or if Yagoo and the whole of Cover Corp is going to have to have to say something. Nina Kosaka of Nijisanji is also Canadian. This could get messy.

      @@fatalblue we're stuck with him for however long Ontario/Toronto want him for. legit i am not kidding you NOTHING ELSE matters outside of those 2 provinces. i've done the math and even if you gave all the babies all around Canada the second they were born out of the vag the right to vote it STILL wouldn't make a difference simply due to how the seating is done. 50%+ of the voting seats are in Ontario/Toronto alone the remaining is scattered all throughout Canada. so even if all the rest of Canada gets together against him, unless Toronto/Ontario wants him out, the best we can hope for is a miscount. unlike the states we DON'T have a set amount of time or limits on the amount of terms they can serve. we hold a vote every 4 years, but unlike the states where they can hold the presidency for 2 terms back-to-back (i believe is how it goes) before they're forced to retire, Trudumb can just keep going at it until he's satisfied...or he just completely destroys any shred of dignity Canada has left.

It is a never ending battle supporting smaller, independent individuals. The Art community has been hit hard this year. I hope (and yeah, I pray), this legislation doesn't go through. I am subbed to this channel and many other small Canadian video essayists/artists/etc. I hope this doesn't pass, because I don't want them to get pushed into oblivion by the algorithm.

    The point of the bill isn’t to help Canadians. It’s to suppress regular people’s voices who might have opinions that criticize the government, while amplifying the reach of corporate media which is state-owned 7:13 .

    Worst case, anything non-Canadian made or affiliated is censored or shadow banned through this new bill. Including content creators from CA thats part of a foreign network (half of Niijisanjii EN for example).
    Best case, nothing but "Visit Canada" or "Visit X Province" adverts being forced upon everyone (even non-Canadians) like there is no tommorow.

    As an American that used to work heavily with a Canadian telecom company vendor in an IT role who I will not name as they share the name with a Childhood PBS Icon of mine, I can understand your concerns. Working with this company was not a fun experience, and the amount of power they had was eye opening. I can only hope that this bill does not pass, and that the affect is minimal, since many of my favorite creators are Canadian.

    As a German youtube lurker and artist who is interested in art-related videos I did a simple thought experiment how I would feel if such a law would be established in my country, and it gives me the shivers to imagine the outcome, since only around 10% of the content I view on this site is actually German content and a lot of subjects that interest me are barely covered by German youtube channels. So yeah, I would surely be annoyed by getting forcefully patronized about my preferred content and get pushed to national related topics out of my field of interests by law-enforced recommendations.

    Quick heads up to people using that generated letter form CHANGE THE DEFAULT LETTER! The weight of identical letters is important sure, but my local legislation has started just throwing away any letters not from an address in our jurisdiction because some issue saw some official inundated with hundreds of identical letters daily, which she then took the time to read individually, and by the end she felt like she didn't actually know what the people wanted because it was all form letters, and she couldn't even think straight over the personalized ones because of all the identical ones.

    I never understood Canada's obsession with Canadian content. Americans really didn't care that half of the shows on TV are Canadian.       It is always a thing if you two similar countries (or groups of people in general) where one of them is smaller. The bigger one floods the smaller one in some way which is bad for it's own culture, language... And even if there is not too big of an (accidental) overreach there is still the same jealousy present which a smaller brother has or someone who always draws second compared to his friend. There are many places where it is nothing more than a funny joke but there are also many places where it can be all the way to struggle for survival.

      I feel like that is because the sheer volume of American content is far greater than say Canadian content they never feel the need to seek it out.
      Keep in mind though there are niches where having country specific media is important.
      Channels that cover News being a prime example most independent news channels are US based and even the few Canadian ones that exist focus on US news for the clicks.
      Another is a media company that may review products or other content like Linus Tech Tips.
      That said I think this bill is a big over reach and would do more harm then good.

    When you said this bill only benefits the big media companies, you hit the exact reason this bill exisits. Big Media has ALWAYS hated RUclips because it cuts into their profits. The Big 4, (Rogers, Bell, Telus and Cogeco/Videotron,) have been looking for a way to get their paws on youtube for years. The fact that they have the CRTC in their backpockets almost gaurantees smaller, ( and some larger,) creators will be pretty much done, is something that is certainly not lost on them and I'm 100% postive this will be a VERY BAD thing for us when it passes. I hate to say it, but if it's already gone through the house it almost gaurantees it passing. It's a VERY rare thing that the Senate actually goes against what Parliament has already passed, in fact, I can't even rember the last time it happened. RUclips does not mean squat in Ottawa unfortunately. Unless they start buying politicians the way the big 4 have, it's pretty much a done deal at this point.

    I remember when I looked at Canada as maybe the best country on Earth and always dreamed to move there someday or at least go visit. Now seems like some weird dystopia I wouldn't dare put a foot on even if I got paid to go there. It's just surreal how things switched so badly.

      @ajayr1383 for me at least it is, with the super weird laws to protect media, freezing of founds of some protesters and mostly the eutanasya law that it's first suggested for the disable or homeless rather than actual help, talking as someone who lives in a third world country it's quite bizarre, not even us get that level of weird. Also no country is perfect but Canada long ago seemed like the best one by far.

    You've done an excellent job of framing this issue, and explaining its nuances. I've shared this video with my own audience (and of course have signed the petition/sent my own letter). These situations often make us feel powerless - but at the end of the day, while I have no idea whether such things really have the power to move the needle, it's the least we can do to weigh in and claw back just a little bit more control from the things that otherwise dictate our lives.

    As a Canadian, as well as an online DJ with an online radio station I would like to highly recommend to my fellow Canadians: Start checking out VPNS while you can now. I got mine right from day one of this absurd bill being announced. I have a sneaky suspicion that VPN sites will be mysteriously blocked after the bill is passed.
