It's mainly to prevent situations where the orders are abused for different advantages or just to create trouble. There needs to be something actionable there for it to come up, far to many divorce and custody situations involve false accusations being made entirely to try to shift the situation in the favor of the side making them. And there's issues with other things of people getting restraining orders entirely to screw someone else over in other ways. Yes, there are major issues, but just feeling unsafe isn't something that qualifies there for it.
