I’ve been buying pigments for a while to press into eyeshadows and I feel like matte colors need so little filler for adhesion but anything that shimmers shines or glitters need a mix of the right formulas to stick and look good. Granted I’ve figured out how to make my eyeshadows stick and fade out together nicely.
This is why I stopped wearing red eyeliner in my water line. I wore it once to school and added green for Saint Patrick's Day I also had a big bag with my music things in and the teacher thought I was being abused and was running away from home. I mean she wasn't technically wrong with my home life being trash but I guess the bad makeup and large bag really didn't look good 😅 tbh it could of been a blessing in disguise.
You should try applying these with a foam brush applicator. I know they get a bad rap but they actually apply pigment a lot better than a brush, especially metallic shades. It might reduce the fallout too since you’re not “dusting” it on like with a brush.

Try them with a concealer base on your eyelid. It usually helps get a better color.
