School prayer is allowed, and has always been allowed. What is prohibited is coercion by agents of the government (teachers, principals, coaches, ...) to pray. The current SCOTUS is rereading the Constitution to allow exceptions for the particular prejudices of the far right to encourage government agents to use coercion. .

For example, absent this limited immunity ruling, Barack Obama could be arrested and charged with the death via a drone strike he ordered of a sixteen year old US citizen who was not known to be connected with terrorism.

But until the supremes are made accountable, their word is literally law. (Senator Whitehouse has some solutions.)
The 2 term limit was put in place when Truman was President, & I honestly think given their ages & approval ratings the only 1 whom might have run for a 3rd term if he could have been Bill Clinton.
