That is absolutely crazy. First Level 30 I think where none of the lines were achieved at the start with a traditional center well. Watching this makes me believe that getting to Level 31 is actually humanly possible, if the RNG is extra kind.
It's theoretically possible, almost nobody has attempted to do it though because it requires incredibly fast hypertapping and it's not a "points" record. Level 29 speed is already virtually unplayable so the traditional method of getting to level 30 is to just build a massive center well and plunk pieces down the middle. However, by the time one gets to level 30, that center well is gone, so it's game over. Koryan is getting to level 30 more and more often though, lately, and he showed that getting there can be done without a center well this game, so I think he may eventually do it. He's probably the only player in the world right now who could do it though.

Koryan's the only one to have done this, AFAIK. He's the foremost hypertapper in the world.
