I do believe that in the original 3D model way for HL1 multiplayer, Gordon did have a ponytail. It's even jokingly referenced in Black Mesa, iirc.

When Half-Life 1 was being made, there was a version of Gordon's character model that had a ponytail. Valve decided that it was cooler for gordon to have short hair, but they forgot to remove it from the character model
So yes, Gordon's character model had a ponytail in Half-Life 1, but it isn't canon because it was a cut feature that Valve forgot to remove.
