The ending of this game blew my mind as a kid. I had always played this with a friend, and when given the choice to join Mr. X if one of you chose 'no' and the other chose 'yes' everything changed. No longer were you fighting for the city and its inhabitants, but rather you were fighting for the throne. Everything you and your ally worked for was for nothing, and you now had to kill them or be killed. After that, Mr. X wasn't about to let you take his position so you now had to fight him alone and take power. If you won, the bad ending you got showing your character sitting on his throne completely changed the game. One of my favorite games by far, and this music is perfect.

He wears a plain green suit His office is in one long hallway that everyone just walks through so he gets no privacy he doesnt even have a desk so I've no idea how he gets any work done His chair faces AWAY from the window I'm also fairly certain that window isn't bulletproof, your cop buddies with the minigun / RPG could just take him out from across the street

This song is awesome, but it's not the same without the sounds of gunfire and punches being thrown/landed in the background. Also, Streets of Rage fo' life, that is all.

If the winner said "join" and joins again, then it's the repeated level, and working under Mr. X again. If the winner said "join" and then says "no," then when you win, he takes Mr. X's throne. If the winner said "no," then "no" again, then he gets the good ending when he beats Mr. X.
Short answer: Bad Ending. Long answer: Both characters WILL fight to the death (until someone decides to stop continuing or until ALL continues are exhausted). The survivor will be given the option again, but choosing no (yes will still land you back a few stages) will trigger the boss fight as normal. Following Mr. X's defeat, the player will take their place as the new leader of a (now-broken and defeated) Syndicate. Not much else, but it was a bit of a twist back then... :D
I got to the end of this game and when he asked to join him, i said "yes" and it sends me back to complete the last 2 or so levels again. i turn the Sega Mega Drive off and never completed the game

I only brought up that pingas reference because both Robotnik and Mr. X were sitting in chairs in a similar fashion(and because I think it would be funny if other bad guys said the quote). There was also a Streets of Rage Remake(which is techincally a fan-made Streets of Rage 4). It was shut down by Sega, but it was great. You can play as Axel, Blaze, Adam, Skate, Max, Zan, Shiva, Mr. X, and a few more. And it has multiple endings(you can see all of them here).
Personally I prefer the beginning part of the SOR2 theme, but for the rest I prefer this one because the individual instruments (especially the main melody in the 00:30 - 00:34 part) can be heard more clearly & of course the ``Eh`` sound

Then Marianella and Facundo, when i recovered, who were Adam and Blaze in this continuum, came to get me, and we fought through the city of buenos aires, like Streets Of Rage the thugs and liutenants of Mr. X, who were Mariano/Antonio, Damian/Abadede, Neo X, Sasha/Mona And Rosario/Lisa, and when i arrived at Eric's office where he was with Shiva, where he (Eric, or Mr. X, whatever) offered us (Me, Gonzalo, Marianella and Facundo) to join his criminal syndicate, but we denied, as in this continuum, he ordered Shiva to ruin my 19th birthday, he made my friend of 4th grade of superior high school to turn against me, and finally he punched Marianella and tried to rape her, so he said "You three really want to die, dont you? I'll be happy to oblige!" Then he sent a few thugs and Shiva to terminate us, i defeated the henchmen, and with the help of Facundo and Marianella, kicked Shiva's ass, and i told Shiva when he asked why i didn't kill him, and i said that he didn't worth it and that i fought him to prove i was better that him, and Mr. X got angry and said: "Don't underestimate me, you little punks!" Then he got out of his seat and used a M16 against us, he fired it, he punched us, we attacked him, bla bla bla. Then he got on his Kness because of the pain, and i Had to chose if i killed him for all the fucking this he did to me and my partners, and became the new syndicate's boss, or let him live to suffer in prison, and i chose option number two. The cops arrested him and we got out of the building and i kissed apasionateldy with Marianella.

Every final boss in a side scroller like this was cheap, even death adder in golden axe was a cheating bastard, he knocked you on the ground, spammed you with a lvl 3 attack, knocked you on the ground again spammed you with a lvl 3 attack, every last boss in these games is notorious for it.
