If you can show a benefit from your work to someone outside your employer (you train other nurses in a new technique for example) that gets closer to being a good case. You then also have to show that your case is important enough to waive the normal labor certification and a labor shortage isn’t a reason for that. You would need to show the work is of national importance, and that it is important to the United States to waive the normal labor certification process, which is not generally true for hotel room attendants.
