I think the reason why people (including me) often panic whenever it comes to the balks is because it is not widely known which type of and how much error can be tolerated in the pitching motions. It seems that balk rules are of "zero tolerance" in principle for wind-up positions: any visible twitching, hesitation, or irrelevant behavior is illegal no matter how small it is (aside the exceptions like taking pivot back first for cancellation and 2B pick-off). Am I understanding the nature of the balk rules correctly, at least partially?
When you play in recreational, travel, high school, and even college, balks get called routinely as a way for pitchers to learn and grow as athletes, develop their game. When you’re in the pros, however, balks are almost never called unless they’re obvious enough to not to ignored. To balk on the final play of the game is infuriating.

When you're touching the rubber, you cannot move your back leg (the one on the rubber) unless you either disengage the rubber (move that foot backwards towards second base, at which point you're just another infielder), make and complete a pickoff move, or throw a pitch.

That pitcher leans forward to take the signs, as a lot of pitchers do. Once you start to stand up straight from that leaning position to enter the set, you can't stop. The pitcher hesitated after starting to raise his shoulders, so a balk was called.

Its a basic case of rule creep. If you ask a lot of baseball fans, most of those rules should be scaled back and just let the umpires make a subjective call on whether or not the pitcher was deceiving the runner.

Even if the pitcher wasn't even doing any of that, like he either took a breath, or needed to adjust his footing, the umpire has to assume he's messing with the batter and runner(s) and they to advance, even from 3rd to Home. It is definitely a messed up rule as it fails to make exceptions for clearly unintentional occurrences or misreads by the umpire or other opposite-side players catching the action. Should at least be worth a replay.
