Madam, you have not considered the minimum wages in this calculation. Rule says, Bonus has to be calculated on the higher amount of Minimum wages or Rs7000/- @8.33. Pls recheck.
Yes it's consider,if employee’s wages equal to or more than Rs. 7,000 or the minimum wages fixed by the govt.,the bonus will be payable on Rs.7000 or the minimun wages as fixed by govt.whichever is higher.

Not 7000 but 7000 or minimum wage by state govt whichever is higher is considered

Upto 21,000, it shouldn't cross 21,000 according to my knowledge
Only person whose salary is below 21,000 is eligible for bonus
