Technical explanation: At some point in Half-Life's development, it wasn't possible to spawn enemies dynamically during gameplay, so rooms like those were used to store them out of the way so they could be brought in later. In this case, it's used to store the houndeye that teleports on top of the crate at the bottom of the elevator. Presumably these maps were made before it was possible for entities to just be created by spawners directly, and they didn't think it was required to rework the maps to not use the rooms since it made no (visible) difference. The reason the faces are there is because it's the texture "aaatrigger". This texture is special in that it's supposed to be only used for, well, trigger boxes (which cause something to happen when you touch them, obviously), and these boxes are always invisible. I think the face shows up in order to prevent you from getting the 'hall of mirrors' effect from seeing an area with no geometry, AKA 'outside' the level.

Not that the devs consistently use this texture (called aaatrigger) consistently though. In fact all the triggers in this map use anything but aaatrigger.
Not every map, just maps that were made (presumably) before GoldSrc could handle spawning entities on the fly, and would need them pre-spawned out of bounds.
The texture is, but not the Easter egg in question. The texture was I think on top of the silo door as an Easter egg. Then again it could have been one of the military doors.

This has a use, this Gabe Newell texture designates an area is "out of bounds" and this box is used to store hound eyes.
