offer to pay the vendor directly for Cost of Goods and delivery....this way, owner maintains title to goods.

The "down payment" seemed twice as high or more than I would expect the entire repair to be.

WOW. Google the company, check reviews, check the name of the guy and demand to show you his ID to prove who he is. Never pay more than the required amount for a down payment. Anyone who claims they need more for materials means they are not financially secure to buy materials themselves.

So the guy wasn’t actually licensed.
Strange that y’all framed it at the start of the story that he is a licensed contractor.

This isn't a "complaint"; It's felony wire fraud. Need to file with the local pd, and get a warrant issued.

The cost of the repair was high. Also the company the check was made out to never cashed the check. The bank should credit the account and pursue bank fraud charges against the guy who forged the check.

It is customary among contractors to require money up front for materials. Maybe it shouldn't be, but it is very common - particularly among companies that don't charge an arm and a leg. When you choose the lowest bidder, you choose to fork over money up front.
Regarding ROC numbers and revocation of licenses, always check to make sure that the number is real and the license is current. I once had a business (pre-internet) and hired an electrician who started a job. I decided to check his ROC # after he started, and it turned out he was no longer licensed. Concerned about the insurance implications, I insisted that he get his license renewed before continuing any work (which he did).
Regarding protection by state government, never count on it. Licenses often don't indicate competency or honesty, and it is the consumer's responsibility in Arizona to fight crooked companies in court. What individuals would be thrown in jail for doing, a company can do without fear of anything more than a slap on the wrist. As a consumer, you're basically on your own. When you vote for smaller government and fewer regulations, you get a feeding frenzy of scammers. But hey, at least your taxes are low.

2:03 Do banks normally cash modified checks like that? Looking at the letters, it was written by two different handwritings. The A and U are different, the extra name is written in all capitals while the rest of the check is not.

I would hope the bank is at least suspicious. A lot is automated now, but my bank would not cash a check because they wrote it to my company name (a version of my own name) though I ask people to write to me. I had to get a company account for that.
