According to international navigation rules, the US ship was the stand-on vessel, while the Chinese ship was the give-way vessel and should have altered course to the starboard (to the right) and passed astern of the US ship.
This is not about navigation rules. This is about one country’s naval forces trying to push out uninvited military presence for violating its territorial waters. Taiwan straight is territorial waters of PRC or ROC, which both claim the entirety of China. You are allowed to conduct ‘innocent passage’ in these waters given that the host country allows it, in which case, naval drills are not allowed. There are similar passages like this, for example the Tsugaru Strait (津軽海峡, Tsugaru Kaikyō) which is a strait between Honshu and Hokkaido in northern Japan connecting the Sea of Japan with the Pacific Ocean. Ships are allowed to traverse through only in innocent passage with Japan’s permission.

According to international navigation rules, the US ship was the stand-on vessel, while the Chinese ship was the give-way vessel and should have altered course to the starboard (to the right) and passed astern of the US ship.
This is not about navigation rules. This is about one country’s naval forces trying to push out uninvited military presence for violating its territorial waters. Taiwan straight is territorial waters of PRC or ROC, which both claim the entirety of China. You are allowed to conduct ‘innocent passage’ in these waters given that the host country allows it, in which case, naval drills are not allowed. There are similar passages like this, for example the Tsugaru Strait (津軽海峡, Tsugaru Kaikyō) which is a strait between Honshu and Hokkaido in northern Japan connecting the Sea of Japan with the Pacific Ocean. Ships are allowed to traverse through only in innocent passage with Japan’s permission.

This incident though and how it played out will just encourage more aggressive prc behavior as the west backed off which they will take as a sign of western weakness.
For the one keep claiming it is 'international water', and therefore, the US warship can do whatever they want, I would like to make a simple analogy to illustrate my point. Let me go to the front of your house, climb on to a lamppost. Then I use a telescope to peek into your bedroom or your kids bedroom. Although, where I am is totally public space, would you call the cop or not?

However, the fundamental of the rule is quite simple: when collides, both sides are both guilty. (not equally but both) Hence, warship of China and the US can literally do whatever they deem fit as long as there is no collision.
How would the Canadians like it if Chinese warships were sailing a few hundred yards in international waters off the coast of Vancouver? It’s hard to blame the Chinese for viewing this constant flow of war ships off their coast as provocation.
Any country in the world can sail through international waters do not be so stupid, cruise ships and freighters, bulk carriers, etc, do it all the time.
As long as they’re in international waters it doesn’t matter. The Russians sail spy ships off the U.S. coast as they’re legally allowed to do.
If the Chinese want to sail in international waters they're free to do so. Russian fighter jets fly around the northern Canadian border all the time, the Canadian military would of course keep a close eye on that, but they never acted unprofessionally.

But when there is a constant stream of warships sailing off China’s coast, one would have to be pretty stupid to not view this as provocation. If someone drives up and down the public road in front of your house all day long, you’d probably be pretty pissed.

If an "accident" happened, and the Canadian warship was stranded in the straits,,,, can you imagine the events following? The Canadian captain should think about that. He's far from home, at China's front door with guns and missiles, that's like an armed thief injured at your front door thinking that international law will protect him.
I think sailing up and down the Chinese coast is much more aggressive.
