why cant I find classification icon in SCP DOCK panel??

Get out of the 'SCP & Dock' window and find the 'Semi-Automatic Classification Plugin' window. Find the 'Band Processing' group then 'Classification' function within that.

I am trying to replicate the same thing at my end but I am getting the error "The following signature will be excluded while running maximum likelihood" Also, after saving I don't see "b" under column TYPE. The only difference is I have installed QGIS on macOS.

I think it is asking you to specify the folder for output file i.e. training datasets, stacked image or classified image.

No, It is from LISS 3 sensor mounted on Resourcesat 1 & 2 available at bhuvan-app3.nrsc.gov.in/data/download/index.php

How you identify there is barren land... Or agriculture area or residential area.
I can see rivers by its shape but how to identify other features

You can use 'vectorisation' tool in QGIS. Then apply smoothing tool to output vector file
