About that last part, The CFARS did not accept the responses email asking them to proceed while the FLL03 was in process. They replied saying that I must have am FFL, pursuant to penal code section 27966. Once I receive it, to re-submit the existing COE application.

Their responce: "Per the California statutes relating to collector COEs, all mention that an applicant should be federally licensed prior to obtaining a COE for a collector. For example, Penal Code 26970, states that "licensed as a collector pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto". Additional requirements require a COE. The statutes relating to COEs are identified in PC 26970(a)(4), PC 26585, PC 27670, PC 27966, PC 31700.

The COE fee is every year meaning I'd have to reapply every year for 3 years making it $66, or is it an approved application that is good for the 1st year and that's all I need to get the FFL license? Then after the 3rd year I would have to get another COE or is it something I have to maintain in good standing throughout the life of the FLL03 license every year? @@mp7235 That is correct the COE must be paid yearly. ($22) The FFL03 is not dependent on the COE and remains valid even if the COE is expired. The COE is a California requirement. If you would like to have ammunition shipped to your door thats a scenario where the COE is needed. Basically (in California) the FFL03 is very limited in usefulness without a COE.
applied 2 weeks ago. ATF charged my card 4 days after mailing out application. COE live scan FBI and CA cleared same day and i’m waiting on the Firearms portion atm
Congrats! “Usually” the firearms portion will change to complete once they approve the COE. So you will check on it and it will show pending. You will randomly get an email from CFARS and your COE will be issued when you go back to check on the LIVESCAN it will suddenly have changed over to complete.

Congratulations on your FFL03! Did you also get your COE? Even though you have an FFL03 you still need to DROS a newer (modern) firearm, even if you have both the FFL03 and COE. However with the FFL03 and COE, you are exempt from only being able to purchase one firearm every 30 days. Below is a list of advantages to the FFL03 and COE. Perks: If you buy guns older than 50 years you don’t need to go through an FFL you can buy them directly Ammo ships directly to your house You are not limited to 1 firearm purchase every 30 days You can buy ammo directly from people on offer up, craigslist, friends…no background needed You can go out of state and legally buy ammo and drive back(import) as long as the ammunition Isn’t banned ie. tracer rounds

I put N/A because I didn't understand what it was asking for. Will this get rejected or will I have a chance to correct this?

Here's an update: Applied for COE and FFL-03 on Tuesday 1/15 Received email from CA DOJ of incomplete application on 2/1/5 and replied back with FFL-03 per the letter @Mr.MartyMcFry had in this video Received COE 2/23 Received FFL-03 2/28 Not bad even with the mistakes! I hope this helps others looking to do the same
On the COE form, after it's all filled out and click "Preview" to review the final draft, it keeps erasing the ATI number. Very frustrating. I redid the application 3 times (not submitted) to see if it would stop doing that. I didn't want to submit a final draft with a missing ATI #. I'll try again tomorrow on a new device and update.
Tried again on a PC this time and had the same outcome.... I just uploaded another document with my ATI Number on there. Hopefully that works. I'll update once I hear something back. Edit: I got approved.
Great question! 1) No “self” background check required for ammo. 2) The only thing that needs to get logged into the book is relic firearm (50 years or older) acquisitions.Ammunition and modern arm purchases (like a Glock 19) do not get logged in the book. For modern firearms you still need to go through an FFL. For ammunition shipped to your house you just provide a copy of the COE and FFL03 license to the ammo distributor you purchase from. Once they have those copies they will ship to you. Remember this is a collector’s license not a dealer’s license to sell ammo or firearms.
After completing the ATF copy, then I go to fill out the CLEO copy. It will not let me fill it out? Cick on the Collector box nothing? Click on the licensee name nothing? What am i doing wrong?

It will be sent via email. You submitted it nine days ago, so it’s expected that they have not reached out. Give it a couple of more weeks. As long as you submitted the Live Scan, you are okay, it just takes some time.
Great question! Unfortunately, if you live in the city of LA “LA Proper” you may not have ammo shipped to your house even with an FFL03 and COE, due to city ordinance.
At a minimum the one you send to the Chief Law Enforcement Officer should be certified. Thats so you can retain proof you met the requirement of notifying them.
You can apply for the FFL03 and COE at any time. The 1 per month rule is for purchasing guns. You can only do one background check a month. Once you have your FFL03 and COE that rule doesn’t apply.

If you guys use the recent version of Adobe, the CLEO part should auto fill from what you fill in for the ATF part
If you answer No in line 38a. In part B you should leave 38b. blank.
They will still process it and go through without issues, but you are correct.
