If the p-value is greater than alpha, do not reject Ho; there is not enough evidence to conclude that a significant difference exists between the two population variances. Note that the p-value in the output is one-tailed, so you have to multiply it by 2.

It doesn't matter the sign of the t-stat. What matters is whether it falls in the rejection region or not.
