Star means "neutral", so a state where you're not pressing any buttons or directions. So for example, to do the throw you would press; Forward, no input, down, down+forward+1+4. It's "kind of" like a Shoryuken input but not quite. The input's pretty flexible so once you have the idea you can speed it up to the point where you're doing it quite smoothly. Hope that helps!
Sorry for the delay! Got mad busy all of a sudden. I tried both tech rolls and tag crash and it does work, but it's oddly range dependant! If you hit Snake Edge point blank, King's incoming will d/f+4,3 whiffs, however if you hit the Snake Edge from a distance, (say nearer to tip range), d/f+4,3 does connect and the opponent can't tech. I tried Tag Crash as well, since I know the AI does it at the earliest opportunity and it's the same thing. So a bit "on the fly" rather than staple lol. Hope this helps!

That's his wall grab, which you can do by either doing a running 2+4 grab, or the giant swing grab (f, hcf+1) when your opponent has been wallsplatted
