Thank you for your suggestion, I will reconsider ranking them higher on the updated version of the tier list I compared them to another A-Tier ranked Hybrid with a similar niche using the PoMa Calculator of ng-pomatools.web.app/pairs/1710/300 and the TLDR so far is: Compared to another A-Tier unit with similar SpDef debuffing capabilities like Leaf & Venusaur, Steven & Cradily's damage potential is the largest factor placing it much further down in the tier list within the Hybrid section. Steven & Cradily do synergize pretty well with Special Attackers, because they AoE debuff SpDef in longer fights. However, Leaf & Venusaur also do that with their passive Sundering 9: Has a chance (100%) of lowering the target’s Defense or Sp. Def-or both-by one stat rank when the user’s move targeting that opponent is successful (making it also useful for a physical carry). On top of that, Leaf & Venusaur of A-Tier have Venomous 4: Has a chance (50%) of leaving the target badly poisoned when the user’s move targeting that opponent is successful. Steven & Cradily can at least place Rock Damage Field. I definitely agree that Steven & Cradily's debuffing is much better for AOE Sp. Def. lowering compared to Brendan & Latios. In single target Latios is in average faster because of 1) Latios's Passive Unexpected Benefit x2: Raises the chance of lowering stat values with the additional effects of the user’s moves. When an opponent’s stat is lowered by the additional effects of the user’s moves, it is lowered by double the stat ranks. 2) Luster Purge having a higher chance to to procc 50% + the Unexpected Benefit x2 bonus So for single target, Latios & Brendan can also -2 SpDef more reliably even without the cookie skill Mind Games 2. The 30% flinch adds extra value to Steven & Cradily in longer fights, however. In general, I wouldn't count the Lucky Skill "Mind Games 2: Has a chance (30%) of lowering the target's Sp. Def by one stat rank when the user's attack move against it is successful" in a comparison of a Pokemon's base power on a tier list because you could give it to every Pokemon. The biggest strength of Latios is that it can be the main tank more reliably, buff up the other teammates with crit, makes the other teammates tankier, adds paralysis, makes move gauge management much easier and can also Sp Def shred without considering any sync grid. In the Tier List, Latios & Brendan are therefore categorized as Utility, whereas Steven & Cradily are categorized as Hybrid, mainly because they cannot main tank hard-hitting enemies with only 177 Sp.
