Those hideout in buildup area sleep at five foot walkway or stair landing of hawker centre etc. Anyway, this can happen due to the incompetent enforcement agencies that exist to collect their paycheck only. The Tekka hawker centre and wet market alone have about 30 percent illegal migrants working there.
