They over calculated the ACCOUNTING cost of the equipment sent. It was worth less, so the money goes back into the "pot" on paper. The real value is all sunk costs that we already paid for in the equipment and services. This is not cash flow.

It is the pricing of old donated equipment that was set too high in relation to the price of replacement acquisitions - for example, an old cannon is priced at the price of a new one, but its value is not the same as a new one, which is why old donated equipment is now priced in relation to the real cost of a replacement procurement for American defense.
They didn't understand what they read. An extra $6.2 billion wasn't sent. It was an over valuation of equipment sent. In other words they sent a bunch of equipment and an accountant over valued it at $46.2 billion so that much ended up being deducted from the approved spending package. They didn't understand what they read. An extra $6.2 billion wasn't sent. It was an over valuation of equipment sent. In other words they sent a bunch of equipment and an accountant over valued it at $46.2 billion so that much ended up being deducted from the approved spending package. Since the over valuation was caught they added the amount back to the pre approved spending package.
