They got retconned in DS9. Originally in TNG they were a somewhat formidable force; not a serious threat, but one not be ignored, mind you. They should have kept that aspect of them in DS9 as well as the additions and changes they made to the Ferengi. The Ferengi fleets and military could have been a valued force in the Dominion war. And they could have had some political friction with Nog choosing UFP Starfleet over the Ferengi Space fleet.
That ferengi ship in Peak Performance packed a punch! Knocked the enterprise shields down to 20% in just a few moments and knocked a bunch of stuff offline like transporters, weapons, etc. The ferengi themselves in early season tng though were like antisemitic cartoons lol. DS9 gave them some depth at least even if it nerfed their fighting ability.

If anyone invades the Ferengi, every other power is going to fight against the invader for messing up their business relationships.
I always thought their large ships, I forget the class name, was more of a freighter than a warship
