General aviation radios are "CB" - CITIZEN BAND - radios and 10-4 is one of dozens of "10 codes" that are the "preferred" way of keeping communications as short and concise and precise as possible to minimize "airtime". It was used by law enforcement before there WERE "private" CB radios. Every commercial scanner available will receive ALL airport communication frequencies and all of them for every public airport in the U.S. are published in a big frequency "guide" that also includes the frequencies of every public FCC-licensed "commercial" radio transmitter in the country. All the police departments, sheriff departments, state police agencies etc etc etc are in there. Even the NASCAR team radio frequencies the drivers and crew chiefs communicate on are in there. "Wilco" is a bastardized "abbreviation" for Will Comply and THAT has a 10-code too. "Roger" is used in place of "R" which stands for "Received". "Experienced pilots" are by and large the least radio-savvy "community" of 2-way public frequency airwaves in the country and LIVES DEPEND on their communications. I'd be embarassed to call most of them - particularly the "city boys" that clearly never grew up "on the air" using "just" CB radios for "business" - my "peers" if I were an "experienced pilot". And its certainly no coincidence there is so much "unprofessional" radio communication from SHITBOX RADIOS THEY SHOULD BE REQUIRED BY LAW TO "UPGRADE" to incorrect and incomplete readbacks to nonexistent/incomplete/incorrect "callsigns" to idle chatter to unnecessary calls just for "show" to stepping on everybody else on frequency to simply being unable to "receive" and follow simple instructions the first - or third of fifth - time they have them transmitted to them. That general aviation aircraft don't require a separate FCC license and equipment AND operators - i.e. pilots - don't have to be "regulated" and periodically inspected and/or tested AND are not put "out of service" when they are obviously substandard "on the air" is a huge oversight by "government officials". Assclowns will "invest" a shitload of money in a "glass cockpit" and other "avionics" he or she will NEVER learn to operate completely and competently via KNOWLEDGE instead of rote memorization for a 50 year-old "investment" to "save money" over "steam gauge" inspection, calibration and adjustment to make "flying" as easy and mindless as possible but won't drop a dime on replacing the original "vintage" 2-way radio equipmet before they go play with their new "toy" in controlled airspace.

This controller need to chill the F out. His demeanor does not help at all.
The controller was great, and did exactly what you'd expect a controller to do in that circumstance.
