    After I add the surface finish and then try to use the scale tool on the selected vertices to pull them in I notice that the vertices separate (arc vertices from the longitudinal vertices). Do the vertices first need to be welded before manipulating with the scale tool?

      You can't actually weld the vertices on different splines, it will place them directly on top of each other but won't stick them together.
      In the top bar of icons change the 'Use Pivot Point Centre' option to 'Use Selection Centre'. You can find the button for this to the right of the 'View' dropdown menu. Hold down the left mouse button to select the different options. Hope this helps!
