I'm having trouble believing this is a true story. The OP is a teacher and assuming they are in the US, teachers are mandatory reporters. Supposedly, OP went to a cop to talk about the stranger's children. A cop is also a mandatory reporter but supposedly the cop and the teacher conspire together to keep the kids. A regular citizen would immediately call the police. MIL might have kidnapped them or had planned on charging her DIL with SA-ing the kids when alone.
