I would never go for bills included, I used to live in one with that, the landlord kept the boilers in a locked cupboard for the central heating, he put it on in December and turned it off in January, after the first year he stopped including council tax in the rent and the electric was on a meter that used unique cards you could only buy from him by visiting the managements office that was only open 9 to 5 on weekdays so you had to get time off work to buy your electricity cards which cost about £10 to £20 pounds a week depending on the time of year because you had to have a heater because of the stingy boiler use thing, so the only bill that was really included after the first year was water rates.
OMG that’s absolutely disgusting, this person deserves to go straight to landlord jail 😡 I actually never lived in a place that had bills included so thank you so much for sharing your experience, I’ll definitely keep that in mind in the future!!

Carshalton Rail Station is in Zone 5, and I would have no issues getting into London (Oyster would work here too)
