Tip: When applying a new sheet to the blade, don’t use too much force when rolling it on as it will cause additional stretch and change the playing characteristics.
Also, don’t use a blow dryer on its hot setting because this will also cause a new sheet to relax and stretch too much during application.
If you have followed these rules and remove the sheet, it won’t shrink as much.
However, if you re-glue a used rubber, apply a little bit of force and heat (with a hairdryer) when rolling it on (with a bottle or so) cause this will stretch the shrunken rubber to fit the blade. Do NOT stretch the rubber with your hands like a pizza dough cause this will lead to an uneven stretch. Always roll it on with cylinder-shaped object.

a way to expand it back is by boosting the rubber, dont put too thick of a layer but all tensor rubbers are factory boosted, just the booster has died down, I use haifu and it doesnt bubble up, but the booster layer must be thin

I use baby oil, works really well. Don't even need flue before the boosting, just put very little oil on the bare sponge and a few hours later it's all ready.
