He's a white Canadian guy who grew up in a housing project with a lot of Jamaican immigrants in Canada and was actually locked up when this song came out. He learned Jamaican Patois in like 1983 when he fell in love with reggae music which is why the people he grew up with in the projects had no problem with him doing this song because they heard him speak it since he was a kid.
Lickey = Chamber a round into a 9mm pistol. Boom-Boom = Pull the trigger twice. Down = The snitch is down and dead. So yeah, Snow wrote this song while in jail for murder (or attempted murder). Through a quirk in the Canadian legal system, he got off the charge and was not convicted. In every interview, he mentions that he "beat the rap". But, he never says he didn't do it. Snow was a legitimate gangster. But, at the urging of (among others) prison guards and convicted felons in prison, he pursued a music career. It paid off, he had success, and it almost certainly saved his life, taking him off the path of self destruction. Snow, if you are watching, God bless you big guy. Your music is awesome! Thank you for bringing joy into our lives.
I watched a couple of other reaction videos to this same song and I ended up watching an interview with him. I really enjoyed listening to him talk. Seemed so down to earth and humble which made me like him even more than I did in 1992 🙌 🇦🇺
In 1988, Snow was involved in an incident at a North York pub, in which two people were stabbed "in the lane"; he was accused, and was subsequently charged with two counts of attempted murder. Rather than tell authorities who the perpetrator was, Snow served eight months in jail before a jury acquitted him on both counts. While he was in jail, he went to school and wrote music, which he performed for fellow inmates. One song was called "Informer"
Snow was actually in jail for attempted murder when this song was released. The first time he saw the video himself was when it came on the TV while other inmates were watching.

He was a Ragamuffin artist. A sub-genre of Dance Hall. It was regionally popular in the late 80s. Snow jumped on the fact that there was a lot of folks who never heard the style outside of areas with a large Jamaican population. Shabba Ranks, Tiger, Yellowman, Ninja Man, Beenie Man, Bounty Killer, Shinehead, etc. are folks to start your rabbit hole dive with. My all time favorite is "Tiger - Bam Bam".

Don't let nobody fool you. Snow is 100% legit! He grew up in a gangster type family. He did not grow up rich. He was immersed in the Jamaican culture in Toronto, and loved the sounds and vibes. He did do time for a stabbing, and if I remember correctly he didn't do. His friend did it but he was the one busted for it. He did the right thing by keeping his mouth shut and did the time for his boy. I've seen a bunch of interviews with him and he seems very down to earth and honest.
My favorite song by Snow is actually "Anything for You". He went to Jamaica and recorded it with like 5 dancehall legends including Beenie Man and Buju Banton.
Actually the Original song was a collaboration with Nadine Sutherland. The song was a instant classic and The Remix featured The Legends, Buju Banton, BeenieMan, Terror Fabulous, Louie Culture and some other guy. BIG CHUNE. And remains one of the Best Dancehall Collaborations EVAH.

Snow from Toronto. When this sing was release he was in jail charge with attempted murder. "Licky boom boom down" means to shoot or kill the Informer or snitch.
