For clarity the reason the Mayor and his Psycho mate were so upset was because 'apparently' cops would deliberately park outside or near that 'Gas & Grog Station' because in a town of like 2000 people it's a popular place to buy alcohol from in and evidently a lot of people drive there drunk. The Mayor knows this and is angry because the police presence is negatively affecting how much business the store does. Which basically means the Mayor is fine with drunk driving just so long as they're travelling to his Grog & Gas store.

What's he gonna do, call 911 and tell the dispatcher cops are stiffing him on products? The 911 operator could then say, "Oh, tell Kowalski* to grab me a Starbucks Vanilla Frappe."

He didn't lie, he assumed. When people call the police it doesn't go directly to the patrol officer. Dispatch got a call and sent him to the store. He ASSUMED the clerk called, that was it. Those owners were so pissed off they probably would have fired her if she admitted to calling the police.

Any store owner in this situation has an obligation to the community to facilitate the prosecution of the DUI offender. That the proprietor is the community's Mayor multiplies on order of magnitude his obligation to protect his constituents. The police should not under any circumstances respond to armed robbery, shoplifting or vandalism of this property as long as the Mayor owns it, short of the clerk being harmed in the event of robbery. As long as it's only property crimes, that's why there's insurance....but if he needs a police report to file a claim, F/K the Mayor/Proprietor, he can EAT the loss.

But drunk driving is everybody's problem. The mayor's moral priority should be that the dude's tendency to drink and drive could put him and the mayor's wife at the same intersection...with catastrophic results.
Drunk driving in that town places his constituents' lives at risk and obviously
NO BUSINESSMAN in the Mayor's position has the right to impede the collection of evidence exhibiting serious crime.
