he caused the overload with one step that didnt affect the rest of the ship. The ship wasnt being shot at, wasnt damaged, nore was it facing any real systematic stress. Fixing an overload when a system is more or less on idle is far easier than when the same system is being fully utilized.

It's established earlier in the episode that the computer won't even perform a hand-shake with him XD it BEGRUDGINLY admits that the EMH-2 is stored in the medical bay processor and can be activated - but that's about it Moreover this ISN'T the Voyager - this is the Prometheus - the adjustments Janeway and her crew have made to let the Doctor access multiple systems aren't here A hologramatic crew hadn't even been considered by most of the Federation at this point - especially not in the middle of the Dominion War which this episode took place during
