That's toho the company had to pay for each individual monster and their a hefty price even today that's why Biollante is in the game via code but not playable cause they didn't have the funds to secure the rights at the time
if I recall correctly and dont quote me on this but you need a harddrive (not internal memory that doesn't count for some reason) and the way the 360 does backwards compatibility isnt that its actually running the disk just like how they do backwards compatibility on the xbox one and onward instead you are using that disk as a proof of purchase to run a digital copy of the game thats been modded so its more like you are playing a port, unlike PS2 compatibility on the launch PS3 or gamecube games on the Wii where they have preserved the hardware needed for the games to run without breaking. so the point is that you need internet to download the microsoft port and since the xbox 360 online architecture is shutting down/has shut down that version of the game may no longer be available. best of luck

All original xbox games work on 360 enhanced yes so og xbox godzilla works on the 360 but with better graphics

You can play it on 360. They just got the og xbox video and boosted the quality to 720p.
