Wow, we've got the same issue, first it made the softer sounds, then a few months later it started making the louder clicking noises. The A/C isn't working, it blows warm air (and it's warmer on the driver's side.). I've yet to work on it, but from what others show, it may be repairable simply by removing those actuators and cleaning the contacts inside on the rotary switch disk. (It senses the position of the actuator, and when it doesn't make good contact, it keeps moving and also stripping the gears.)

We just put in a brand new battery in our 2004 Toyota Sienna and now when we turn on the A/C, we get a click click click at one second intervals. It only happens when the A/C is turned on! WHAT could THAT be??? 🤷🏻♀️
I know this was 3 yrs ago but can someone tell me if there is one of these things in the rear also? I have this exact noise coming from under my steering wheel and in the rear. Thanks

Check the servo motors they have 4 I believe that control your A/C and replace if need be.

Remove the plastic vent it just pops out to have access to the 3rd screw
I have the same issue on my wife’s 2017. Found out it’s the woodpecker in the neighbors tree.
