I thought this doesn't make any sense. How many soul does one character have. One was claim by frosmourne. One goes to the jailer. One goes to the bastion etc... One was revived as undead. One was bla, bla, bla... So yeah in wow, one character has how many soul? 😓
frosmourne is part of the Maw. I think Frostmourne doesnt really claim souls just sends it to the Maw ad holds them there. Uther soul just got split, this is why he feels pain and i think pain wont stop until he reclaim part that Frostmourne stole.
Are you for real? Is your love for the character completely blinded you? Before he even took Frostmourne and heard the whispers he purged Stratholm, destoyed the ships and betrayed mercenaries of his own volition. Arthas is a "good" character storywise, but he is not good or innocent in any way. There is no way he would be judged to go to Bastion like Uther.
Okay, destroying the ships and betraying was a terrible thing. However purging stathholm was a nessesary evil, as not only was every single person in the city infected, which is cause enough to destroy it, but also that ass of a dreadlord malganus was adding the zombies to his army.

His main downfall was believing he is some messiah who will save everyone, that only his decisions are the right ones, when it wasn't the case at all. He didn't search for different approaches, he didn't listen for his mentor and companion. Maybe there was no different path, maybe there was, he still massacred people in Stratholm and any just thoughts behind his actions don't make him good man.

Uther's strong devotion to the light possibly allowed a part of him to go to Bastion

Also. i think Silvanas lost part of her soul to the Maw and wants to reclaim it. This could be one of reason she sided with jailor.
