      The general public have the legal right to roam anywhere on public land and see, photograph and video anything they are able to view without being caused alarm, harassment and distress. It is the duty of the police to enforce this legal right.

    The PCSO said you are making people feel “uncomfortable.” Crime is on the increase and the police (and plastic police = PCSO) priority is their concern about people feeling ‘uncomfortable.’ Well done for standing up against such ridiculous tyranny.

The same rules apply as for any other publically accessible private land - you're free to go there until asked to leave by the landowner or their agent.

      A mass audit of Canary Wharf happens every year on the occasion of the London Marathon. Thousands are out with cameras filming, taking stills etc. Not a single word from so called Security, Polizi, or Uncle Tom Cobley. Not a single word uttered. Amazing !!!! Like the idea of a mass audit at other times though.

      You are very much mistaken. Canary Wharf is private property and filming there (even when you're stood in the road) is no different to filming on any other private property. The only parts that are the public highway are Westferry Road and Westferry Circus and also Marsh Wall. The rest is all private property.

      Walking whilst filming is another channel that regularly films there, as I expect he is local to London. He stands his ground, doing his photography. In fact the dude outside the HSBC, was in a recent video he showed.

      ​@@MrAndrewFarrowwhich makes absolutely no difference to the publics right to access. There will be covenants in place which means that certain parts of "private" land will always be public. The pavements, access to shops and transport, I believe there's a library aswell.
      Imagine If private companies could restrict access to public services, that is a scary thought

    Before Canary Wharf was built the area contained public roads with an historic right of way. I am guessing that those rights of way were incorporated into the site.

      If you have a look on old maps of the area then what is now Canary Wharf was then West India Dock and part of South Dock. These were private docks where goods from/to the Caribbean were imported and exported.
      If you compare the modern day map showing the outline of Canary Wharf (eg on Google maps) with historic maps of that area you will see that the only public roads in that area is what is today Westferry Road and Marsh Wall and the few roads to the west of there near to Limehouse Hole Stairs (there used to be a pier there). Before the area was developed there was no roundabout.
      Westferry Road used to be called Bridge Road. Marsh Wall did not exist and was built over old railway lines that served a large grain storage depot just to the west of Millwall Inner Dock.
      The roads to the west of Westferry Road are now a plaza containing various high rise buildings like the Canary Riverside Plaza Hotel.
      So, apart from Bridge Road, which is now Westferry Road and the plaza next to the river and Limehouse Hole Stairs there were not any public roads going through what is now Canary Wharf.
      I believe (although may be mistaken) that footpaths shown within Canary Wharf are "permissive" footpaths rather than a public right of way.

    This needs to be taken up by someone all the way to the Supreme Court if required. There is nothing in the paperwork of canary wharf, other than their illegal permit system, that says you cannot film in public on streets or areas otherwise open to the public.

      Canary Wharf in its entirety, is privately owned, hence all the land including walkways are privately owned, that allows public access. They can withdraw that access at anytime they want.

Allowing public access, does not mean they can not remove you from this space and have their own policies in place. To drive into Canary Wharf, you have to pass through barriers, they can refuse entry if they want to. And obviously they are going to allow public access, people live there and work there 😅

      @@chrisfs150 It isn't publicly owned, therefore it is not a public space, Canary Wharf is a private estate that is accessible to the public. As a privately owned estate, they can make any laws/rules they deem fit. If they don't want you filming there, they can trespass you. I think you're confusing a private building being filmed from a public walkway, that is owned by the Council, the walkway is not public, it's private, hence Canary Wharf being a private estate.

So whilst the company who owns Canary Wharf, allows public access, the entirety of Canary Wharf, is privately owned and they can trespass anyone they want. You're confusing a privately owned building and a public walkway owned by the Council.

    I find two things particularly shocking about this:
    1) How can the security and police in this area STILL not understand the laws and what they can enforce. You’d have thought by now they would all know - but they make it up as they go!
    2) imagine the pure arrogance that just because it’s the financial district, that means they control everything and everyone. They are no more special than you and I, and have no more rights than anyone.
    Canary Wharf clearly needs more auditors to visit to bring them all up to scratch.

    The Peoples Comfort Support Officer needs to be trained in the freedom of public photography. For goodness sake, how many dash cams and even people just walking around with their eyes open, pass through Canary Walk each day? The 'Uncomfortable People' really need to get blinds or privacy glass.

    It's worrying how many security people are making up the law on the spot. People shouldn't be struggling on a very basic level of dignity and knowledge. Those PCSO's were also struggling with the law and knowing what public areas are, they shouldn't lower themselves.

    Not entirely private land as it is criss crossed by public footpaths that follow the lines of the new roads as part of the original planning permission as ex London mayor Ken Livingston pointed out when they tried to stop him filming there.

      @tonyb1223 you are not correct in your assumptions and need to view youtube's terms and conditions to correct yourself.
      What is happening with most youtube content is actually considered art and intellectual property by the uploader that is then given publicity advertising by youtube or not that will earn youtube the money from the advertisers and youtube gives a "cut" to the owner.
      look at uk laws another way. A farmer owns a field that has a path on it that has been a right of way for decades. he owns the path, but may never block the path and if it's covered in seasonal growth he has to provide a work-around.
      Walkers on the path can stop, eat, take pictures, and all that one can do on a publicly owned path. The farmer can NOT stop those actions because it is not within his policies on his farm. The only caviet is if your actions scares his animals, but not his workers.
      They have no right to stop your freedom to film irrespective of what he then does with his film after the fact. He has no guarantee that he will be paid which is why its differnt from commercially made film.

      I believe you may be thinking about the Westfield shopping centre in Stratford. There is certainly video of Ken Livingstone speaking with the police there when they try to stop him filming (search "Ken Livingstone (Ex-mayor of London) Takes on Police over Filming"). Are you certain he also did the same in Canary Wharf?
      I believe (although may be mistaken) that the footpaths in Canary Wharf are "permissive" rather than public rights of way.

      @NickLea I think you are correct with both your assumptions (on the location of Ken, and the original legal positioning of the paths)
      However, Ken makes valid points.
      It's also true that paths might indeed be private and new paths installed, but never without public consultation and never to the detriment of the paths in question.
      Also it's the "right of way" that is the cause for confusion for most, I feel. A right of way is just that irrespective of who owns the path. Just ask any farmer that has come across the Rambling Association.
      These owners want to stop the freedoms that a right of way might involve, and that includes filming.

    The Canary Wharf holding company insist that the whole area is private property. However Ken Livingstone who was mayor at the time of construction has challenged that concept. He says when they purchased the property they had to agree to a number of roads still being public access over which they have no authority.

    Well I’ve learnt something, God forbid my house if ever robbed and as we all know British police can’t even be arsed to come out, you just get a crime number, instead I will tell them that someone is doing a legal activity but it involves a camera and they will soon be out. The mind boggles.

    Heres an idea ,why not invite a refugee from one of our hotels ,for a day out ,showing them around our fantastic architectural buildings. You would be welcomed to film any buildings of interest . Im sure you would be allowed to film what you like. 😊

    There is private property that is publicly accessible. In this instance, it is Private property INTENDED for public use. Essentially you're on a public street. Like a shopping mall. The pathways are intended for public use to access publicly accessible private businesses. Freely accessible public right of way will be in the Ts&Cs of renter's & leaseholder's contracts.

    Also its possible to walk or cycle in without seeing them too.

    Still amazes me that companies put these 20 ft high windows all around the lobby/reception area and decorate them so beautifully but then the employees tell us that we can’t photograph them. If they can be seen from a public space then they can be filmed from a public space.
    It’s really quite simple !

    She's pretend police, all they are allowed to carry is tiewraps and a radio. They are one step up from a night watchman and have no real authority, the police dogs have more training and authority than them.
    I laugh at them, they think they are real police when they haven't had the training or know the laws, they are really a running joke.
    I love how most of the security know nothing about the law and make themselves look so dumb on youtube.

    As someone who is disabled and can't visit places like that (even as I live in the uk). I appreciate videos such as this. The only way I get to see Canary Wharf is on the Apprentice tv show 😂
    Also, I looked up photography laws there...
    Quote directly from Canary Wharf spokesman..
    “We don’t prevent members of the public taking photos. It’s only for commercial photography that we require a permit. The security guards have to make that call - one of the issues that may cause confusion these days is that the public have increasingly sophisticated equipment which could cause security to question them.
    “We do ask commercial photographers for a permit because their projects can be intrusive and disruptive.”
    So umm, yea. Good luck with trying to stop people doing perfectly legal activities.
    And as for the PCSO, lying that she's a Police officer is illegal. If it wasn't for her being so nice, I'd report her. But yea, a nice personality with some understanding, goes a long way.
    That last woman seems to have been educated at the right time. That could have gone very badly for her.

    Yeah I used to live there and I had to walk though that street nearly everyday, security everywhere, cameras everywhere looking at everyone closely, spying on everyone's face... Very scary place for children to walk and adults too... Everyone on high alert day after day and year after year...
