Fitness Experience Ad from 1990's (worst camera work I've ever seen)

Was the camera operator completely hammered or is this an actual style that was used in the 90's?!?! Also, HER JACKET IS ENORMOUS.

I think it might have been to represent movement and speed to create excitement. A kind of counter balance to the smooth slow-mo of the bike moving at speed... It just didn't work the way they wanted it to.
