in the beggining with that mini boat instead of going near the motor boat search for another way
towards the hills
there is a mini opening which will directly take you to 10:00 of this video.

I row the boat,hook two shipment containers to build a staircase,climb above the water treatment,jump through debris at shipwreck,hook that big stone down to climb,attach that chain to lift to break the barrier,float down with water blanket,that circle jump took enough time too... haha
