You must be unaware of ‘food desserts’ in low income areas. Read into them, might help explain why these people end up buying commodities at a high rate from convience stores. Just some food for thought before making haste assumptions.

Usually when your talking about "food deserts", at least in western countries, it doesnt mean there is not a grocery store around, because these days they are within a short drive for the VAST majority of the population. That term usually means theres no private food assistance in a certain area.
