I assume that these eagles are injured or rehabilitated and unable to fly. SF zoo has a similar situation with bald eagles housed on a moated island

So at the Houston Zoo there is a Bald Eagle in the childrens zoo and of course at the TX wetland exhibit. Both are injured and no longer can fly.
