    The Competition Committee has passed for one year changes to the kickoff play:
    The ball is kicked from the A35 yard line (same as current rule)
    Safety kicks would be from A20 yard line (same as current rule)
    ALIGNMENT
    All kicking team players other than the kicker will line up with one foot on the receiving team’s B40 yard line
    Kicker cannot cross the 50-yard line until ball touches the ground or player in landing zone or end zone
    The 10 kicking team players cannot move until the ball hits the ground or player in the landing zone or the end zone
    The receiving team will line up as follows:
    Setup Zone - a 5-yard area from the B35 to the B30 yard line where at least 9 receiving team players must line up
    At least 7 players with foot on the B35 yard line (restraining line) with alignment requirements (outside numbers, numbers to hashes, and inside hashes)
    Players not on the restraining line must be lined up in setup zone outside the hash marks
    All players in the setup zone cannot move until the kick has hit the ground or a player in the landing zone or the end zone
    A maximum of 2 returners may line up in the landing zone and can move at any time prior to, or during, the kick
    LANDING ZONE
    Landing zone is the area between the receiving team’s goal line and its 20-yard line.
    Any kick that hits short of the landing zone - treated like kickoff out of bounds and ball spotted at B40 yard line; play would be blown dead as soon as kick lands short of the landing zone
    Any kick that hits in the landing zone - must be returned
    Any kick that hits in the landing zone and then goes into the end zone - must be returned or downed by receiving team - if downed then touchback to B20 yard line
    Kick hits in end zone, stays inbounds - returned or downed - if downed then touchback to B30 yard line
    Any kick that goes out of the back of the end zone (in the air or bounces) - touchback to B30 yard line
    MISCELLANEOUS
    No fair catch or signal is allowed. Officials will blow the play dead
    If conditions cause ball to fall off tee twice, then kicker will be allowed to use kicking stick to keep the ball in place. The closest covering official will pick up the stick immediately after the kick
    Onside kick:
    4th quarter begins, the team trailing has the opportunity to declare an onside kick to the officials
    Current onside kickoff rules would apply. If onside kick goes beyond the setup zone untouched, kicking team penalized for UNS; return team would start the drive at the A20 yard line
    Penalties:
    The setup zone and landing zone will not change with any penalties that carry over to kickoffs. Alignment of 10 kickoff team players and all receiving team players would not change - only the spot of the kick would move
    Penalties on scoring plays will not carry over and will be taken on the Try
    Penalties on the Try may carry over, and if they do, only the placement of the kicker will change
    Safety Kick:
    The kick will be from the 20-yard line, and the kicker will have the option to use a tee; the setup zone and the landing zone will not change
    Approved Rulings: The special teams working group will continue to work with the Officiating department to examine any necessary approved rulings and/or additional language that may be necessary to support this new rule. This language will be vetted with the clubs, circulated for comment to all the clubs, and finalized by the May meeting for the membership"

    All of these rules are too confusing. Just adopt the CFL rule, which is NO FAIR CATCHES (receiver has a 5 yard safe zone).

    I think the 2nd RB drafted was specifically for the kick-off returns. Gibson will do punts.

    Off the first read of the rule change there’s nothing that stops a team from “declaring” and onside kick, then still putting the ball through the back of the end zone to make a touchback come out to the 20 instead of the 30

      Except the rule says that the ball is placed on the "A20", meaning on the kicking team's 20, so no go on kicking it through on an onsides play

    You forgot to mention a very important part of these new rules, that no one can move except the man/men in the landing zone until the ball is received or lands.

    I'm sure in the first few games of the season (or maybe throughout the entire season) they're going to have a breakdown of the rules so fans watching at home understand it. I'm for it, make kickoffs more exciting.

    Thanks for the explanation... I really hadn't heard a definitive breakdown like this yet. Doesn't seem overly complicated but it sounds like it'll really bring the kickoff return back into the focus more

    This is definitely going to be tough to adjust to but hopefully once we get it down packed we should understand that a lot more, for me personally I did love the way how to kick off was originally made but I understand safety is first because CTE is a huge thing

    Great explanation of the rule, it is a little complicated, but overall I think it’ll add more excitement into the game. I didn’t think of the onsides kick factor, but I don’t mind this rule. Something had to change, I hated the kickoff being a free play and I’m excited to see what is to come of this rule

    Will this affect roster spots? Will 1st team defense and offense players playing on special teams now be the norm? Will we see bigger body types being used blocking for the returners instead of the ubiquitous 3rd string linebacker/ safety we are used to seeing? Maybe more of the players we see on extra points will be on kickoff return duty. Should be interesting as players wont have to run as far before contact and perhaps holding a block will be more important than getting to a spot and then slamming into someone. This could have SO much implication for how a team rounds out its 53 man roster.

      Perhaps...however you still need 3rd string linebackers & they will still be placing special teams.
      As Ian says , 6 will be interesting for coaching who can scheme

    Good question on the on-sides. Are on-sides ONLY allowed trailing in the fourth? That’s stupid if so. Also it would completely remove the element of surprise.
    I’m also a tad worried about the fact that I don’t think these rules will have as much an impact as we think, because kickers are kicking from their own 40. The majority of kickers will still be booting touch backs from there

      I disagree with your second part. I think the majority of tackles will be made around the 20-25 yd. line area. Several kicking team players will get free in just a matter of a second or two, like with punt returns, and be up on the return man pretty quick (he forgot to mention a very key component of the new rules tho, that no one can move until the ball is caught). If this likely scenario plays out, teams will not be likely to give the opposition the ball at the 30 automatically.

    I must be not understanding the point of still allowing kicks into the endzone. The receiving team gets the ball on the 30. Isn't that the way it is now. SO al these other rules are designed to make the kickoff safe but more exciting but teams can still avoid all of that again by just kicking into the endzone. They should give the ball on the 40 if kicked into the endzone to dissuade teams from doing it. i'll be getting snacks at kickoff time because I think teams will just kickoff to the endzone again BORING BORING

      It really doesn't seem like, percentage-wise or otherwise, that there aren't any more significant injuries on kickoffs than on scrimmage plays, I really don't get it either.

      Don't get me wrong Bob (you gotta stay in character, by the way - Bob would never yell 'NO!!!, maybe, "oooo, I don't think so," in his calm, cool, hippy way), I don't see significant injuries happening on kickoffs any more than on scrimmage plays either. I say back up the kickoff 5 or 10 yards, and let em go! But the times...they are a changin'...the wussification of America seems to be an unstoppable locomotive at this point.

      @@johnboehmer6683 I was just messing with you lol but what I was saying to a friend how many times are we gonna see the ball roll and stop next to the sideline because the kicks are gonna be kicked soft to get in the 20 yard zone and the returner can just keep a hand on the ball and put one foot out of bounds then that’s gonna be a flag on the kicking team and taken to the 45 yard line I see that happening a lot

      I see the average drive starting position being around the return team 45, and offenses now commonly needing to move the ball only 20 or 30 yards to get into field goal range. Hopefully the NFL adjusts appropriately at the end of the season. But this could truly be a wild, cheapened season in the meantime...
