There would need to be a fan made 3ds emulator made that would work on the Wii u. I'm sure it could be done, but the Wii u modding community isn't as big as other Nintendo platforms like the Wii and 3ds.
In more technical terms: MK7 wouldn't work because not only it has to emulate the game, but the amd chip the 3ds uses. In other words: Not strong enough That's why there isn't any 3ds games on WiiU

Back when nintendo actually cared "somewhat" about preserving their games and letting people own them... now it's a subscription service that'll fade away once switch servers eventually shut off

You can use yuzu emulator to play mk8 dx and then use moonlight to stream your pc to wiiu and play from there. Also might work for 3ds emulators so mk7 aswell
There is actually a streaming app specifically for the 3DS. You can stream it directly to the WiiU from the 3DS. From what I have heard it works well but I cannot remember the name.
That’s the reason why I purchased most of the good games on the Wii u Eshop. I still need to purchase more before it shuts down next month. I want all the Zelda, and Pokémon games.
It's kinda cool because if you get a car charger to wall charger take a wii u the power supply the ganepad the gamepad charger and if your me then take your external storage which needs to be plugged in and lastly a wall power that gives you more wall plugs though IT IS A VERY VERY TEDIOUS AND MESSY SETUP that is only used few times unless your on a road trip were you can bring your portable consoles and your amazing android phone with a absolutely amazing capability of console emulation and theb bring your razor kishi.

You actually can play Mario Kart 7! But you need a New 3ds, and this thing called NTRView and NTR Stream, so basically it streams the 3ds's video signal to the Wii U, and with NTRView on the Wii U you can control it with the GamePad and Pro controller, so yea, MK7 is sorta on Wii U, but Streamed from an actual New 3ds/2ds.

Yes. Nintendo has made possible to emulate a Classic Controller with the GamePad. For example, it works with Xenoblade Chronicles, even on an unmodded Wii U. This GamePad mode can be pushed further on a modded Wii U but it's more difficult when the game doesn't support the Classic Controller. For example, I installed Fortune Street on my modded Wii U and the GamePad can work as a Wiimote in this game, but I made a mistake, so the up, right, down and left directions are reversed (vertical instead of horizontal).

so if you wanna play all mario kart games, all you need is a 3ds and a wii u, and if you care about mk8 deluxe then a switch too
