I mean in the absence of DRM, would you be able to just copy a game folder off the Xbox, put it on your PC and run it or does it really have some specific system calls that would make that impossible.
They aren't just raw x86. They're missing some basic CPU functionality that you don't need on console. And of course the drivers etc are very different.

For running executables from the flashdrive, you might need to allow execution on the file, remove the stream file that says that it's unsafe (Or from the Internet.), copy the DLLs it links to into the same directory, check if it's not the wrong architecture, or run as admin or have specific groups on your user account. That error is often misleading and can be caused by a lot of things.
