For those who can't find the modifiers tab with the N command, you just need to make sure you're in the Graph Editor not in the Timeline! You can change it by clicking on the icon in the top left corner of the active panel / window. There is a drop down menu. Or just press Shift + F6 with the mouse hovering the timeline panel.
great video! Though I do have a question. Is there any way to quickly add the same modifier to multiple graphs? I have an armature with a lot of different bones, and pretty much all of them need the exact same modifier, but i'm not very excited to go through every single bone's graphs and manually add the modifier. Im probably just being lazy, but it would make evething a lot easier.

Solved, I was in the dope sheet editor. for some reason the tabs don't show up in the dope sheet editor.

Pressing N doesn't bring up a modifier tab. It has nothing except a "show cursor" tab.
